Maybe they're hiring the wrong kind of talent? Though even at my coop I found a lot of the procedures to not be complex, so I don't think it's just a Microsoft problem, I think it's a problem that runs through most of the industry. You need smart people, but you also need people who can look at the big picture and analyze the impact of a particular design.
